It is used to make gasoline, kerosene, various solvents, and of course materials for plastics.
It is not being shipped to China.

trump lives to tweet catchphrases. The Trans Mountain Expansion made the XL unnecessary. Canada can now move that sludge to the Pacific so that Asia can take the crap. Better for us. With full capacity in the fracking industry right now, tar sludge isn't very economical.

We buy heavy crude at a discount from Canada because we can refine it and not everyone can. It is more economical to ship it on a pipeline than on a ship to Asia. So we get a better deal. We buy discounted heavy crude refine it and we export light sweet crude to areas that can't refine heavy crude. As result Americans get a better price on oil

trump is laying the groundwork for all courts to be useless if they don't support trump. The last time he tried to ram through an unnecessary pipeline, it was tied up in court due to the bogus environmental impact claims by trump's BLM. It might be interesting to see how this plays out in trump's courts now, but I believe Canada has moved past the idea.

Canada actually removed sections of the line between Canada/U.S and repaired the damaged land. Now they simply did what they should have done initially...built a pipeline to the Pacific.

There is no need for Keystone
 
Yep Canada has already got a good part of the new pipeline done and seeing the pipeline company has already spent a lot of money on it I don't think they will be building the XL pipeline when it is not needed
