No, a refinery cannot simply "flip a switch" and start refining light crude oil; switching between different types of crude, especially from heavy to light, requires adjustments to equipment and operating procedures, meaning it's not a quick process and often involves significant modifications to the refinery setup

The Keystone line already goes to Texas. The XL was primarily going to be used for sludge. Let Asia take the sludge. Or do you believe that refineries only have to 'flip a switch' to process tar sands as well?
