Rules to war aren't new. Hell, even the pre-Columbian Mesoamerican tribes of what is now Mexico and Central America had rules in their Flower Wars. The idea that you can punish people for war crimes after a war is won or lost however is. I would note, that only the losers really get punished for war crimes...

The coup attempt was Russia's annexation of Ukrainian sovereign territory, installing a pro-Putin regime in the regions that eventually declared independence, which is why votes from those places weren't counted in the Ukrainian election that Zalensky won.

It would be like Texas arguing that they should have a say in Mexico's elections since Texas used to be a part of Mexico but was then annexed by America.
