The police have a different standard in that they can shoot people that are threatening others even when not in a building. The threat doesn't even have to be a visible weapon as we know full well.

As to detaining a person when there are several hundred others there including people beating on the door and breaking the glass, that would seem a little ridiculous since attempting to detain one would let the others attack people working in the Capitol. Even if he left is weapon in a bathroom 2 years ago, that has nothing to do with whether he thought Ashli Babbit was a threat or not. Ashli Babbit served in the military but that has nothing to do with whether she was committing a crime when she was shot. She was committing a crime and she was perceived as a threat and was shot. That makes it a valid shooting under any police procedure.
