I don't know about the founders of a state, but civil forfeitures have been around for many years. If you have a lot of cash money you cannot show its origins, it can be taken from you and you have to go to court to try to get it back.

A landscaper/nursery owner was traveling to buy plants which is a cash business. His money was seized in the Houston airport. He was charged with no crime, but he had to fight it in court.

This stupid practice by what's left of the federal government is only going to provide incentive to switch to a different currency, since the dollar is losing meaning.
