I don't know about the founders of a state, but civil forfeitures have been around for many years. If you have a lot of cash money you cannot show its origins, it can be taken from you and you have to go to court to try to get it back.

A landscaper/nursery owner was traveling to buy plants which is a cash business. His money was seized in the Houston airport. He was charged with no crime, but he had to fight it in court.

Yes, it is abused. It gives an incentive to police whose departments own yachts. Because it is civil some of the constitutional guarantees do no apply as they would to criminal cases.

States are not totally free. If they join a federation, they agree amongst each other to pass some of their power and authority to that federation.
For example, the Constitution of the United States discusses the right to bear arms. The States have all agreed to conform to this. Some States no longer agree to something like this and have effectively left the Union.

The former States of California and New York are prime examples. I call them the SDTC (Socialist Dictatorship of the Territory of California) and the SOTNY (Socialist Oligarchy of the Territory of New York) now. They both no longer honor the Constitution of the United States, nor their own State constitutions.

Currently there is no federation. The Oligarchy is all that is left of it since the coup by Democrats. The Constitution of the United States isn't dead though. A lot of people still honor that document and want to see the republic restored.
 
Cancer research is a pipe dream like this country operating on alternative energy. Both way to far out to be meaningful to anyone alive now.

Some cancers have become quite treatable, even to the point of eliminating it completely in some cases.
Unfortunately, since cancer is an aneuploid cell, it looks like part of you, and your immune system won't attack it. In most cases, treatment can buy a bit of time, but cancer will return (since they never got completely, or the cause that brought it about is still there), and a usually painful death follows from cancer anyway.

In other words, it's better than it was, but not by much.

As far as 'alternative' energy. There really is no such thing. Energy is energy, whether it comes from a coal fired generating plant, gasoline for your car, or a solar power panel. Let the free market decide what type of energy people want to buy.

Solar power is the most expensive method of producing electricity (watt for watt). Wind comes in 2nd. It is far cheaper to build a nuclear power plant.

For mobile power sources, gasoline has the best energy density by volume, while kerosene has the best energy density by weight. Both oil and natural gas are renewable forms of energy.
