Citizens already generally have it.
Real ID (enhanced driver's licenses), passports, birth certificates, etc. can be used to establish ID and citizenship.
I've had to show my citizenship numerous times, for my FAA licenses, my FCC licenses, by Real ID driver's license, for obtaining a passport, for my explosives and ATF licenses, etc.
Military ID also works.
It's not even a problem for the elderly, who don't drive, to obtain the documents to show this.
As for children, they can't vote anyway.
The Save Act does not suppress any voting, other than illegal voting.
