While the Save Act would require photo ID to vote (even with absentee ballots!), and proof of citizenship to register, it does not prevent mass mail in voting. So the secondary effect would probably be a return to voting at voting places as before, showing ID to vote. I like this kind of pressure on States for federal elections.
