it is a rule book. all laws passed by all authorized officials are subject to constitutional mandates. but in a literal sense, it is just a document. it is the job of elected officials to do what is necessary, primarily to provide for the common defense and general welfare, by passing laws and setting policies that abide by constitutional guidelines.
