insurance companies are a different matter as you agree to allow them access. quite different than the government getting access.

The NHS keeps a record of everybody's medical records, if the police want to look at them then they have to apply for a court order.

And my position is that only choice number 3 on page 11 should be available at all. There should be no government record available to any government entity of your medical records, they should not be kept in government databases anywhere, including state level. Option 1 is right out, option 2 less evil but still evil, option 3 the only option that should exist and it should be heavily limited for government access in every level. The government should have zero access to your health data without due cause and a warrant. I like the idea of a centralization, this proposal only begins that process (incremental steps).. I just don't believe that there is any reason to trust the government with that, and it shouldn't be an "option" it should be a requirement that they are kept by an entity other than the government. Actuarial data stripped of personal information is necessary, but not the information gathered to produce the data.
