Not a bad idea. The governor first must declare a state of emergency. No governor would do that on a whim. WHEN the potential detainee(s) refuse to take (as per the bill) 'less restrictive' alternatives, they'll be detained.
Until they are cleared to be in public without spreading whatever illness is presented.
In short...if you're traveling here from a state/country that has an outbreak...don't come to NY unless you comply with the current guidelines for quarantining. Don't like it? Go somewhere else until you're cleared.

Incorrect. It's for anyone in the state. NYC has a group of ultra religious that are responsible for the first wave of the outbreak in the spring. They still refuse to comply with state protocols.
Which is all moot until the numbers reach a level where a state of emergency is called. NY is in the hole for the billions it cost the first time around, with no Fed help unless Dems take the Senate.
People are free to go to another state instead of NY when traveling.
