I don't know if this is news to you, but the DoD has considered this gameplan for the entirety of the postwar era. Yes, we would like to eventually have a missile defense system that can defeat multiple launched ICBMs. Without such a system, our only deterrence is MAD. If you honestly think that the DoD woke-up yesterday thinking this way, then I don't know what to tell you.

Also, Russia won't ever stop being a threat just because you wish it so.

We wouldn't "go to war." Do you buy that idiocy from tsuke an anatta? We'd take action, or should, but it would be more in the form of sanctions.

The more serious repercussions would be for the Trump admin, and whoever was involved.

How do you set up a static ABM system against low flying cruise missiles?
MAD does not apply here.

we do of course have mobile ABMs also - but the general quoted in to OP
is looking for the boogeyman of a "swarm of cruise missiles". (my words)

And that is a direct function is the utter breakdown of US/Russian relations - where Obama refused to even talk to Putin .
