Well why is Trump stoking it?
He's the guy who called for the US to "greatly strengthen and expand' nuclear weapons capability". He's the guy who wants to make it an arms race.
He's the one questioning the New START treaty which limits nuclear weapons.
He's the one who wants to increase the already massive US military budget by almost as much as what Russia spends on defense in total. How does he think Russia will respond to that? They can't match US conventional arms spending but they can counter with more nuclear weapons.
