I think there is something to be said for great adventure at 18. I went to Europe for about 6 months when I was 18, it changed my life for the better in so many ways.
My son LOVES surfing and California culture, if that is where he will be happy, I want it for him.
Urban living definitely comes with both benefits and challenges. Speaking to San Francisco at least violent crime isn't much of an issue. Crime is but not so much violent crime. It's just a lifestyle choice. I live in a high rise condo building. As much as I love it I think about my young kid and would it be better to have a front (or back) yard where she can play and run out in the street and play with kids on the block. I don't have that now.
But there's a certain excitement to urban living and its a very diverse environment. A lot of pluses to that.

If he loves surfing why Berkeley?
There are people in the Bay Area who surf of course but surf culture and most surfing occurs in So Cal or further South of the Bay Area.
I know very little about surfing, but he says there is an awesome spot close to San Fran called Mavericks.
They have a very few people that have hired a publicist and that is why you see things. Yeah the HS Football team has a machine going and has won several state championships against much larger school district but I'm not sure that is a great thing. My son has some friends that played in the NFL some on the Saints.My sister-in-law lives in Grapevine so I'm familiar with the area. I believe Southlake has quite the football history. (also always makes the news for its school board and racial battles)
Just be sure to carry a gun for protection at all times.New Orleans can be a wonderful place to live and raise a family. I know several people who are doing it.

I found in the petroleum business, that graduates from Texas - Austin, University of Oklahoma, LSU were disproportionately represented.
My wife and son are on a College visit to San Francisco, he’s considering colleges for the fall.

That would make him happy for sure.
He drives that when the waves are good north of here, and they are never as good her as there.
If you're son is going to go there you better figure out housing. It's a mess and they don't have enough of it. And they'll throw three kids in a room not meant for two. Some argue that teaches the kids character but it can make for a very unenjoyable experience while in school.
