I'm perfectly fine with counting them. What should be done is not use that count for assigning electoral college votes or for apportionment of seats in the House. That's because persons who are foreigners are not represented by our government like citizens are. For example, many illegals from Mexico in the US still vote in Mexico's elections. Why should they be counted towards anything political in the US?
