My bad if this had already been answered but what's the quid pro quo going on here? Congress had no role in this right? I thought this was purely an executive order by Biden.
We know why he did this. It's important to a certain portion of his progressive voters. These aren't the type of voters who are likely to vote Republican but they are the ones who may stay home during midterms if they aren't happy. We see Biden's poll numbers, he needs them engaged and happy.
As far as the E.O. itself there's a decent/good chance it increases inflation and the act itself will do nothing to bring down college costs. In fact it's likely to increase it. But again, this is a move made about getting certain portions of the base engaged for the midterms (and Biden himself to garner support for his re-election).
