Prisons have too many people, and not enough work, so prisoners would take care of most janitor services. Workers from outside a prison would have to be paid more than migrant farm workers, because they can smuggle contraband in and out, and need a greater background check/training. With the amount of time it takes to go through security going in and out, they want to keep workers there for as long as possible, so no one is part time.

I used to do some clean up when I worked as a bouncer. It certainly was not beneath me, but it would stretch the night out, and I was a full time student. If I am cleaning until 4:00am, do not get to bed until 5:00am, wake up at 7:00am then I will be dazed in class at 9:00am.
