I doubt murder will be charged. In the case of the guy smacking him with a skateboard, self-defense is likely.
If the feds do the charges, since he's 17 and a minor, they may go for charging him as an adult and plea deal this to minor in illegal possession of a firearm used in a felony and give him one felony charge like manslaughter or assault. That will get him about 10 to 15 years in the federal system. That's quicker and cheaper than a trial and the way federal prosecutors--all of them--like to do business.

I seriously doubt the feds will try him for murder.

They may not bother with assault or manslaughter either. According to current Wisconsin law, he was entitled to carry that weapon in Wisconsin. He also has the right of self defense, just as we all do.

It is not illegal to cross State lines with a firearm.
