As to why more of the enraged animals weren't shot, that's anyone's guess but the most likely reason is that the officers were so quickly overwhelmed and crushed by the mob that they had no chance to draw their weapons.

He acted with great restraint, actually. He had the space between himself and the attackers to fire multiple rounds. The fact that he only needed one to stop them is remarkable. Contrast that with the ICE goons who shot Pretti at least 10 times in the back while he was face down on the ground.
