So he has a odd name, and black skin... But did not cause a car accident... Shouldn't he be released?

Get in an accident when you're drunk and it doesn't matter who's at fault, you're going for a ride.
He tested negative for drugs and alcohol, so not a problem.

If he's here illegally and 5 people were killed, he shouldn't have had a license to begin with, therefore, he (like the drunk who wasn't supposed to be on the road) is responsible.
He is a US citizen, so not a problem.

Truck drivers are randomly drug tested. You can lose your license even if you have a prescription for what is found.

drivers (mostly from California and Colorado) who couldn't speak English. That is a scary thought when traveling on
interstates when the truck drivers can't read the road signs. Whether this driver could speak English is speculative.
Keep in mind, the driver is responsible for going over his truck and trailer. If anything is found not up to operating
condition (air leaks, worn out tires, etc.), he is toast.

Nice pivot from your false argument that he was drunk.

He was not drunk or on drugs and he was not in the country illegally.

This was a multi-car pileup. The driver was originally charged because the police said he failed a field sobriety test. Then when they did a blood test there was no evidence of any drugs or alcohol so the charges of driving under the influence and causing a death while driving under the influence were no longer valid. Because there was no crime of that type that could be proven let alone even charged the judge reduced his bail based on whatever lesser charge he was still charged with.

You would have all the answers and would stop making yourself look like a fool if you bothered to read the actual article. But I realize it is more than one paragraph long and likely includes words that are difficult for you to understand with your limited English.
