It was basically "hey assad, you give us access to a Mediterranean port, and we'll give you guns, bullets, helicopters and tanks and maybe even some spetznaz troops on occasion. Sure they are. They know that Israel wants Iran attacked by the US and they know that can't happen while Israel has Iran-friendly neighbors. As long as the Russians use diplomacy in Syria then the US and Israel are thwarted.

Honestly I don't know/ I've read they have fired "missiles" over or at Japan before-i'm not sure if this was an ICBM either.

it looks like? previously they fired "intermediate range" missiles.

Recall it was only recently they developed an ICBM capable engine
They over fly Japan but know better than to do the same with China or Russia.
