So? You're a contractor. When you have a job cancelled, or during a slow period, do you sit home on your arse. Sorry, but I have little sympathy for government contractors, I know all about the waste, fraud, and abuse that goes on.

Actual government employees got a free extended vacation.

I personally do not know any younger people with college degrees out of work. Particularly in their fields of study. Then again the ones I know want to work and have good work ethic.

Depends on the contract. Typically, guys like you and I don't get big govt. contracts for a number of reasons. But...if you or I had a contract that took all/most of our resources, we wouldn't have the time to take on other customers. Kinda hard to drum up business when you don't know if you're going to have to return to your other jobs in a day or so.
