Clinton was in office for one month before the first attack on the WTC, and the beginning of the Waco Siege. Does Clinton get the blame for those? My favorite is Clinton getting the blame for Ruby Ridge, which happened before he was even President.
Clinton handed Bush an open investigation, military plans for dealing with it, and foreign offices to investigate. Bush shut it all down. On September 10th, the day before 9/11, he actually shutdown the Bin Laden Team, as a waste of time. He refused to allow Moussaoui's computer to be investigated. He withdrew the FBI offices from Germany.
My opinion is that Bush did not want 9/11, but he thought he could talk his way out of it. He was good friends with the Bin Laden Family, and assumed that he could bribe Bin Laden out of terrorism. In some ways, he was like Netanyahu, assuming that everything was going to be OK, and would require no effort.
Israel had almost no soldiers in Southern Israel. Netanyahu assumed that Hamas had been cowed into submission, and there was no one else threatening that border. He thought he could bribe Hamas into not being terrorists. It did not end well. Once Hamas broke down the walls, they found no one to oppose them. It shocked even Hamas.

I think we can all agree that O'Neill was attacked, and killed on 9/11. It would take a true conspiracy theorist to deny that.
O'Neill and Clarke were also attacked and driven out of government before 9/11. They had made enemies by stating that Al Qaeda was a danger before Bush came to office, but the Clinton Administration was able to keep them as a counter weight. Bush had no interest in defending them, so they were gone almost immediately.
O'Neill was also the victim of bad luck. A briefcase with top secret material in it was stolen from him. It was quickly recovered from run-of-the-mill criminals who never even looked at the top secret material, but his enemies made a big deal about it. He was being criminally investigated when he left government. Yes, while the Bush Administration refused to investigate terrorists, they did investigate counter terrorists.
O'Neill's second major piece of bad luck was he took charge of WTC security... And died being attacked on 9/11/2001. Saying he was never attacked is just nonsense.
The FBI offices in Germany were shutdown by Bush, and Moussaoui's computer with all its information sat in an evidence locker (unlooked at). Even the Bin Laden Team was disbanded (or more exactly its disbanding was announced) the day before 9/11. We had no defenses, because Bush gave up our defenses.
Bush later actually dismantled the Bin Laden Team. The reason Bush could never capture or kill Bin Laden was because he really never tried.

Been asked this question a few times in this sad thread.
