I definitely agree with you on that. If I'm not mistaken close to 70% of our CA state budget is already determined by voter propositions. That's way too much to me. In theory I like that we have the proposition system to give voice to the people but in reality it doesn't work well. And you are right, our state politicians would rather pass tough issues onto voters in propositions than make decisions themselves.
actually, the legislature passes things off to the voters via referendums
as for the propositions, sometimes they are bought by out of state interests...like the way the mormons bought prop 8
