In this case the offer went from Sky Palace down to paying for the base plane that will be upgraded and that it would be given to DoD, not Trump, and the library thing disappeared like a fart in the wind.

This is an ongoing thing, and it doesn't seem like it will actually happen. Each step makes it a bit smaller and less impressive.
