I don't get it.

"That's gonna be the least of it" is the vital qualifier. THAT was his reference to the auto industry. The main statement is about "the country."

It's clear for anyone who understands the English language. There is actually no ambiguity whatsoever.

I'd like to hear someone who is defending these comments explain: if "that's gonna be the least of it" was NOT about the auto industry...what was that a reference to?
