Foreign nationals are subject to the jurisdiction of their home nation. They are also subject to the laws of the United States and whatever State they are in.
You still don't get that there is a political jurisdiction (what the 14th is talking about) and legal jurisdiction (local law).

They are under U.S. law, and the laws of the State they happen to be in at the time. That is legal jurisdiction. They are foreign nationals that can only be deported to their nation of citizenship. That is political jurisdiction. Nothing about the 14th amendment grants citizenship to foreign nationals or their children.

Another legal problem with birthright citizenship is it encourages illegals to come here and that encouragement is a federal felony as per section 1324 of title 8 of the US code.
