How did Israel and the U.S. miss what Hamas was planning?

With millions crossing through our open borders, there is a 100% chance we will be asking ourselves the same thing in the future.

but "we missed it" is a better story and justifies an even bigger surveillance budget.

It's strange. Between us and Israel, we have the best intelligence gathering agencies on the planet. How could something of this magnitude not be discovered earlier? (Same question we asked after 9/11.)
