how many countries have the same biCameral Congress we have with Staes getting 2 senators and the people getting proportional representation?

The Senate is not a proportional representation - because of co-sovereignty each state gets 2 senators/electors.
The House is purely proportional. Taken together both the states representation and people representation are the make up of Congress.
The same formula is used to assign electors to the EC

agreed....losing the electoral votes of Michigan, Wisconsin and Pennsylvania cost her the election even though she got an extra 3 million votes from three counties in California........that's the way it works......she could have gotten an extra 50 million votes in California and she still would have lost.......

you are mistaken.....it was to appease the smaller states including Rhode Island and New Hampshire who were afraid of the larger states like New York and Virginia.......it wasn't a regional issue.......

One of the ironies here is the founders didn't think the average voter would have enough knowledge of the candidates and thus the EC with its electors was better than the popular vote. Fast forward to today and how many dozens of threads have been started here on how stupid the average voter is?
