I thought it was a fairly straightforward question...don't know why you edited it out of my comment you quoted and couldn't answer it?
How many times have you witnessed firemen packing their hoses and equipment and leaving the scene of a fire BEFORE the fire has been completely extinguished?
Plenty of times, it's common whenever a fire is too far out of control to extinguish. The firemen pull back and try to protect surrounding buildings, and let the fire burn itself out. I've actually seen firemen go onto the roof and use their axe to knock holes in the roof, so the fire can get oxygen and burn faster. Now what I am afraid of in your world where liberal idiots who don't know a fucking thing but think they know everything is, you might mistake things such as this as "failure to produce the desired outcome" and punish people for doing the smart and right thing, in a given situation.
