There's no way half a body weight of a skinny cop on the back of a neck would kill someone. I wrestled in high school, and had full body weight on the back of my neck. It doesn't kill you.

I've also been passed out with an arm and neck hold. I didn't die. Most people who are passed out, quickly recover. It was a combo of drugs, bad heart, and covid that killed him.

You can't obstruct airways from the back. You would have to wrap around with your legs to strangle someone. Just kneeling wouldn't do it.
