IF Rump ordered Flynn to call and negotiate with foreign governments it violated federal law. Ordering an employee to violate federal law is a crime.

I am now hearing that Flynn will also testify that he told Flynn to get election help from the Russians earlier than when they violated the Logan Act. That could be Treason.

Rump by soliciting Flynn to speak with the Russian Government in an effort to affect their foreign policy.

Reaching out to foreign governments as part of a transition is not in and of itself illegal.
