First of all, why do you think only the US and Britain have that capability? Are France and Germany so completely backwards with their military? And then you think Russia can't do such a thing?
Why would it make sense for the US and Britain to blow up a pipeline that is not transporting any fuel? Russia can't sell its gas at full price and has the pipeline shut down so is getting no benefit from the pipeline. Sabotage would give them an excuse to not reopen the pipeline while at the same time trying to blame the US for the sabotage. While all the countries listed other than Germany would have a reason to do the sabotage, we don't know which one did and trying to claim Russia doesn't have the capability or a reason to do it would be ridiculous.
