Wow... if this is true, this goes way way beyond the level of absurdity. Anyone ever been to a dairy farm? Even if one of their tanks suddenly sprung a major leak (if you have seen the tanks, you know a major leak is not a likely event), the tanks themselves don't hold more than a few thousand gallons at most.
Are they worried about a few thousand gallons causing a flood?
Is it that they think the milk will poison the ground water?
Do they think the milk will flow indefinitely like an oil spill?
Bottom line.... WTF???
In a classic example of this process, the EPA has decided that, since milk contains oil, it has the authority to force farmers to comply with new regulations to file "emergency management" plans to show how they will cope with spilled milk, how farmers will train "first responders" and build "containment facilities" if there is a flood of spilled milk.
