first off this stands out with today's Hillary's/Dem's/Congress /Deep State's Russiaphobia being hysterically hyped :eek2:

Obama re-submitted the agreement for approval by the Democrat-controlled Congress in May 2010, declaring Russia should be viewed as a friendly partner under Section 123 the Atomic Energy Act of 1954 after agreeing to a new nuclear weapons reduction deal and helping the U.S. with Iran.

Second it looks to be very sloppy record keeping at best -was it purposeful in that Obama wanted to try to better relations early in his presidency with Russia * pure speculation on my part - but very logical*

More likely though it was to cement Russian support for the Iran nuke deal.
that became such an over-riding priority for Obama -so much so that he didn't ask for any linkage
and foreign policy was twisted to try to put Iran into a same level as S.Arabia ( which backfired miserably)

The NRC added, however, it did not believe any of the American uranium made its way “directly” to Russia. And it added that the whole supply chain scenario was made possible by the re-submission of Obama’s Section 123 agreement in 2010.

whatever the reasoning the NRC really paid little attention to non-proliferation of fissile materials.
To be sure much of this can't be securely traced. gawd knows where the yellowcake went

Seriously, I almost feel guilty that a handful of bitter, resentful losers on jpp.com spend countless hours composing posts in the earnest hope that I read, but really I just blow right past them without reading a word.

But us normal people are generally here to interact with interesting, entertaining, humourous, or compelling posters, no?
Trolls, sexists, racists, and socially inept losers surprisingly do not fall into those categories!

The Obama Administration's Justice Department kept it quiet. Congress was not even informed.

i'll address the bolded part of your post:

Obama wanted that Iran deal bad -it's completely unsurprising he would bend/ignore uranium exports -
or just lump the new exports together under exiting permits..Of course Congress was Democratic in 2010-12
and they don't really oversee executive agencies like the NRC ...what i'm saying is it's not surprising any of this was happening - contorting the regs. etc.

I came here with a friend who has long since been banned, because she refuses to tolerate racists and misogynists. We've been on some pretty large boards. Some with very little moderation, and some that claimed to have little moderation....but it didn't work out that way.

I use the ignore feature as soon as it becomes evident that there's absolutely no value in the posts. The reason I prefer ignore over virtual ignore, is because it keeps the pages smaller. Rather than have to wade through pages of wasted bandwidth, that welcoming notification that 'this message is hidden because......'takes up virtually no space on the page.
