We also pay for elementary and secondary school and college tuition does not cover the full cost of college. It is subsidized by the state.

Speech which is not protected already have laws prohibiting them. Florida doesn't need new laws aimed just at teachers.
The whole thing was over the scare tactic of "critical race theory" which nobody can describe and wasn't being taught. It was so the governor and state legislature could pretend they were protecting students from some perceived evil.
