Systemic is defined as "system wide." That is, it is everywhere within the system. If you say racism is systemic in America, then you are saying it's prevalent and everywhere.
Lying is a moral character flaw, and Biden never said America is a racist country. In fact he said the opposite.

There is systemic racism... that does not mean it is system wide, and its not the same thing as saying a nation is racist. In face Biden Directly said, America is not a racist nation.

Some of our systems are racist. Not all are racist. SOme have racism within it, not all.
As I suspect you know, but are pretending for political reasons, systemic does not mean system wide. It can be within a system, which it is in America, but not the system, or it does not even have to be system wide, or even dominated by a system.
Nikki Haley knows this also. Additionally, Biden himself has said... and I quote... "America is NOT a racist country."

The first definition clearly indicates that if it is systemic it is of the whole, as in "not localized". Saying it is systemic does not equate to saying it is "not" something, or only "partially". The very definition you posted that would apply does not help your case. Brandon wants to eat his cake and have the cake too. To say something, but supposedly "mean" something else.
It does not mean the system is defined by the thing that is in the system.
One can have cancer that has spread to various parts of the body, (systemic cancer) but not all of their body is cancerous. My father had systemic pancreatic cancer, but his lungs did not have cancer, only his pancreas and his liver.

Relating to something does not make it that thing. Additionally just because some systems have it, does not mean the thing as a whole has it.

Patriotism is systemic to a nation, but that does not make any particular nation patirotic.
It tells you that it defines the whole rather than the part which would be localized, not systemic. Stating something is systemic tells you the entire system is affected (infected if we're talking your body). And yes, many will consider this the same thing as saying the system itself is then racist and that America itself is that system...
Basically, your major complaint is that you don't like how she defines the word "systemic", and I don't particularly think you are being honest in the way you try to redefine the word.

My complaint is that even though Biden has specifically said, he “Does not believe America is a racist country”, she still claims he “calls America a racist country.”
I call that a lie, but if you want to pretend, it’s at the very least disingenuous.
