As I suspect you know, but are pretending for political reasons, systemic does not mean system wide. It can be within a system, which it is in America, but not the system, or it does not even have to be system wide, or even dominated by a system.
Nikki Haley knows this also. Additionally, Biden himself has said... and I quote... "America is NOT a racist country."
