The legal term is "fraudulent inducement" and occurs when an employer or someone claiming to be an employer promises you employment and based on that promise you incur expense in money or time but the

I personally know people that do this. People I met in El Paso, that are relatives to my best friend's wife.

She has relatives that came up from Mexico to visit during her Mom's funeral.

I was surprised how they mostly all spoke perfect English- even the little ones.
 
Sure, because until the American money trees give out they have won the lottery.....rarely in history has any nation been is ignorant as we now are.
