In the list of components, the DOD did not reference anything that could be used as imaging.

They did go on about the antenna being used to collect communications, which would make sense given where they flew it.

So you still think that balloon had some kind of camera on it even though there is nothing to indicate that at all.

In fact it says the company that built it has videos taken by their balloons over the US.

They got away we those times so they thought they would get away with it again.

My guess is they wanted the EXACT locations of all the silos so they could target ICBM's for DIRECT hits. That means photos with geolocation data. Something done better from 60,000 feet than from 200 miles up and could be passed off as a weather balloon gone off course.
