Perhaps they can use some of that underground water to maintain rivers that have become exhausted. Yet, the U.S. has underground aquifers too, although it would be great if ways were to be discovered to fill up Lake Mead, in particular, which there are ways from extremely flood prone areas that can use some relief for all of that water to be diverted to areas that need it.
