What the Republicans want in a "clean continuing resolution (CR)" is a simple bill that says that government funding will continue to the end of November (or some other date forward) with spending to continue as it currently is legislated. That is, no changes, no add-ons, that sort of thing.
Yes, the Democrats do want to fund healthcare for illegals. There are two primary ways this would occur:
1. Reimbursing hospitals and emergency rooms for healthcare given to illegals who are admitted. The issue here is the Democrats don't want mandatory reporting of illegals to ICE to occur as part of that. They want them treated without their paying for their bills, the government to indirectly cover that by reimbursing the hospital for failure to pay and not requiring said hospital to report they treated an illegal to law enforcement.
2. Through expanded Medicaid under Obamacare to illegals who were given parole or other quasi-legal status within the US as was occurring under the Biden administration.
