How do we know if rural crime is rounding off or even reported especially when reporting such is voluntary? Urban areas have active media that reports and monitors, rural do not

We don't. But rural crime is simply going to be a far smaller sample than urban and the FBI's national crime statistics are based on the aggregate data. That means if bigger cites aren't reporting their crime the report is going to end up being little more than a guess.

So measuring crime numbers among years in urban areas is always going to greater given the total numbers are greater
