Kur seems to believe they are treated as full citizens for voting and Representation...but I left open the possibility that he's using the 3/5s clause in the Constitution as his reference.
I thought no one was dumb enough to believe that. You have to be a citizen to vote in national elections. Yet rightys keep making that ridiculous claim. It is wrong, illogical and does not deserve the constant repetition. Do you guys vote? Did you register? Did you get a voter card sent to your home? Did you get assigned a precinct? Of course you did. That is how it works. How would they do any of that?
Because right-wing lie networks say that crap, does not mean you have to believe it. it is not true.
Why would a person come to America and vote illegally? If you went to Mexico. who would you vote for? Oh, you have no idea. You are not familiar with their politics.
And of course, you would not want to lose your job by getting caught trying to vote.

The problem is that Idaho, Montana, Utah, and Wyoming are becoming far LESS conservative as the California left moves there.
California destroyed once conservative Oregon - now threatens the other Western States.

This is a real problem, but it is also a double edged blade.
When the Lefties fleeing the illegals in California get to the Conservative Communities, it is likely that after they see how much better life is under Conservative Government, they will begin to change to at least a more centrist viewpoint and expectation from government.
IAW, as the Lefties make Utah move to the left, the Conservatives in Utah make the Lefties less left.
The other aspect of this, will be all Americans watching the collapse occurring in California. The whole nation will shift to the Conservative position as they watch the extreme problems wracking California. People in all the other states will be saying, "I sure as hell don't want to go through what California is experiencing." California's collapse will be an object lesson for the rest of the nation.
