Prop 13 prevents affordable housing construction, regardless of zoning laws, because the economic incentive is to not build or expand housing because then the property will be re-assessed.

What I find is that most Conservative arguments are circular, perpetual motion machines of entitlement and laziness.
They say that deficits and debts are a problem, yet all their tax cuts do is increase deficits and debt.
They say that they oppose abortion, yet they oppose free contraception, birth control, and sex education which would all reduce the number of abortions
They complain about welfare, yet oppose raising the minimum wage, which would reduce the amount spent on welfare
Most of what Conservatives complain about are problems of their own making; I think they do so just so they can be a part of the conversation.
