They have the highest income tax rate in the country. It is why they shit a brick when they thought they were going to lose the SALT deduction which allows California to suck money out of the federal treasury off book.
 
Getting to be a pattern here. Bush to Obama....Governator to Jerry Brown. Another case of a Democrat having to clean up an epic mess left behind by a Republican predecessor.

Is Brown cleaning up a mess by signing tax increases into law that don't even begin to cover the enormous unfunded state pension liabilities?

Tell me, which Republican is responsible for those, and the housing crisis?

The costs are off the chart and there are all kinds of competiting interests battling for their pot of the money. The question to me is is this the future? By the time this is done, if it ever is, what new Elon musk invention for transportation will be available? We're trying to build mid 20th century things now.

California's revenue depends heavily on higher earners and the stock market doing well and both are happening right now. However a downturn is coming and California will be hit hard. To Brown's credit he wants to put the money in a rainy day fund while the state Congress wants to spend it.
