That isn't the real problem. The urban heat island effect means in the more urban parts of metro Phoenix it doesn't cool off after sunset. The stupidity of CO2 isn't the problem. Simply having lots of dark pavement, concrete, and heat generation sources creating a massive urban heat island is.
One of the things Phoenix and other cities in the metro area are doing is starting to put in "cool pavement." This is a coating that reduces the heat absorption of asphalt to reduce the urban heat island effect.
