The whole army/NG thing confuses me. For some reason I thought that the NG was under the jurisdiction of the various governors. I.e., when there's a natural disaster like a flood or massive wildfire or the like, the governor of that state will often summon the NG to go help the ppl. It's a temporary thing, usually. I had assumed that since it was the state's leader who called them up, that the expense of their lodging and other necessities came out of the state coffers. It doesn't? How does it work then? And what happens if this turns into a long-term occupation at the border, rather than a temporary situation?

Not sure how it works w/respect to states, but I'm guessing the governors 'invite' the Feds to deploy the Guard. For the most part, military are paid 24/7, with other pay for deployments, etc.

Whenever—
(1)the United States, or any of the Commonwealths or possessions, is invaded or is in danger of invasion by a foreign nation;
(2)there is a rebellion or danger of a rebellion against the authority of the Government of the United States; or
(3)the President is unable with the regular forces to execute the laws of the United States;
the President may call into Federal service members and units of the National Guard of any State in such numbers as he considers necessary to repel the invasion, suppress the rebellion, or execute those laws. Orders for these purposes shall be issued through the governors of the States or, in the case of the District of Columbia, through the commanding general of the National Guard of the District of Columbia.
