No, that means you couldn't read what I posted. I clearly said that I knew it wasn't in all 50 states. I just don't know how many states have "shall issues" laws concerning CCW.

Because I am aware that some states do not have "shall issue" laws. I knew that New York, New Jersey and California did not issue CCW permits except in relatively rare situations.

I didn't say that at all. In fact, I have a CCW permit. I think all 50 states should have a "Shall Issue" CCW permit law.
Don't forget it's considered a felony for me to try and preform a background check without a FFLyes, as it should be. the federal government has zero power or authority to determine to who, how, or when I should sell my own personal property.
