Where are you spending $1500 for the average electric water heater.
I just checked Home Depot and of the first 72 electric water heaters on their site had only 2 home systems that were over $1000. I'm not sure how you got to an average one costs $1500 before install.
Lowes lists 165 electric water heaters and 159 of them cost less than $1000.
This is wrong. Yes, the Biden administration wants to put new, possibly onerous, energy efficiency and pollution controls on hot water heaters. No, they can't force you buy one to replace your current one. Instead, they expect you to pay big bucks when you need a new one. Right now, a water heater only lasts 7 to 10 years on average--for a decent quality one. That means eventually you will need a new water heater.
What the new unit will cost depends on a number of factors, but it will be more expensive with the new regulations. Will you "save money?" Probably not. Installation costs will remain about the same either way. The unit will cost more, therefore the payback period will be longer.
You can still go tankless too. That's big $$$$ to install, particularly if you have some contractor doing it. I can tell you the electric on one of those right now--in big part because of Biden's war on mining and the demand for copper--is going to run you a couple of thousand. The wiring alone will hit $1000 bucks easily, and that's the wholesale cost not the markup cost. Breaker(s)? Another $500 to $750, assuming there's room in your panel and you don't need a service upgrade (that'll add an easy $5,000 to the cost).

$1500 isn't a lot of money to people who own a house, normally, but I suppose it definitely could be to some.

Point still remains, it's too expensive for most people.
I am not a huge fan of conventional Water Heaters or Heat Pumps.
First of all, conventional Water Heaters are, by far, one of the most energy deficient Money eaters on the planet. And Heat pumps only work well in warmer climates, and not recommended for areas where you have extreme winter low temperatures. And many times, builders will place a water heater in an attached garage that is not heated and exposed to the extreme cold winter air. So, I don't even think that would be a good idea for anyone in that situation.
So, in areas or in houses where the conditions are right for heat pumps, I believe they would save money for people who still insist on having conventional water heaters in their lives.
On demand water heaters will always be the best route to go, if you truly want an energy efficient system to warm your water.
So, if there should be a push by the Federal Government to make water heaters more efficient, instead, they should be offering some kind of incentive to offer the homeowners a break on the cost of On-Demand water heaters, and also on-demand insinkerators as well, for kitchen sinks and bathroom lavatories.
So, I do not believe a Bill as suggested would fly in Congress.
Let's move towards the future and use TRUE methods of energy efficiency, instead of putting a band-aid on Old Technologies that are still energy deficient from the get-go!

Your price is generally fairly low. I am, of course, including installation costs.
It costs money to buy the new water heater (about $950), money to ship it, money to install it (wiring costs and changes in plumbing can cost easily $1000 total).
Then come the higher costs of heating water by electricity instead of natural gas or propane.
All because the government wants to implement fascism and this is the current fad they favor.
